I just swapped out an engine from a M2 combine to a 545B payloader and used the injection pump and injectors from the 545B engine and now the injectors leak compression around them, both engines had the copper injector sleeves, my question is are there supposed to be copper washers on the tips of the injectors. The original injectors out of the M2 engine did not have any and also the 545B did not have them. What am I missing?

No washers with copper tube heads. The end of injector is tapered where it seals. You either didn't get the bottom of injector holes in head clean, ends of injectors have carbon buildup holding them up, or your bolts are slightly too long not clamping down quite enough. Never wire wheel the nozzle tip though, it will ruin it by damaging the small holes.

My first thought was un-even tightening of the bolts causing the injector to cock in the bore.

Got it figured out bolt's same length in both engines but holders on M2 engine sit higher & holes in head are not drilled as deep as 545B engine had to use a couple thin flat washers & lock washer to take up the space the bolts bottomed out but still torqued.
Thanks
