Looks a bit like our big truck brake springs. But those have both ends like your pic on the left side. Both hook ends swivel. About the same size. ????

They were in an old style allis chalmers paper envelope with a hard to read-part number of 236050 and the 050 was crossed out. But 236050 is a fork
