I am thinking and not really sure why but a little voice is telling me that thee should be a spring attached to the carb linkage from the governor. Here's a picture of the set up. I see a hole in the linkage. Someone help me out?

You are correct, there should be a spring that goes up to one of the manifold studs. It is an anti-surge spring
