Eccentric clamp and bolt install rim.

My search skills haven’t provided good info.
Allis C need to remount rear rim\wheel to cast hub. Do I have this procedure correct as follows.
1- install eccentric clamp with bolt at 10 & 2 o’clock with one eccentric clamp over lugs welded on rim.
2- install plain clamp and plain bolt at 8 & 4 o’clock.
3- lightly tighten to hold wheel in place.
4- tighten eccentric bolts to draw wheel tight.
5- finish tightening plain bolts.
Please provide steps if I’m incorrect.
I bought the manual and to my surprise no info found on procedure for mounting wheels.

It is confusing.  Just went thru this with one of my B's.  Had everything nice and tight and then tire went flat...ugh, and had to do a re-do.
I've got it all written down but my notes are 100 miles away at the Farm.  I'll monitor the post and if no more responses, I'll come back in over the weekend.
Almost certain I started with the lugs at the 12 o'clock position and then used a non-eccentric bolt in that spot.
From there, I THINK, I placed an eccentric at 3 o'clock, non-eccentric at 6 o'clock and then eccentric at 9 o'clock but need to double check.  I was also trying to tighten and align the eccentrics in the opposite manner....the longest part of that cross deal should be pointed toward outside of rim.

--put a jack under the drawbar and get the axle about level..
--put one of the clamps on the rim at 12 o-clock dont matter which one
--roll the tire/ rim over to the tractor and wiggle on so it sets on the ONE clamp
--jack the tractor up and inch so the wheel/ tire is hanging on the one clamp
--now follow your original directions.... the two not adjustable clamps go next to each other. ( 10-2).. and the two adjustable clamps go next to each other (8-4)...

if there is a anti spin LUG welded to the rim at one location, make sure one of the clamps locks into that positon.... as you turn the CAM CLAMPS, they twist OUTWARD and lock the rim tight..
Like them all, but love the "B"s.

Uncertain if lugs on rim must go on an eccentric or plain clamp. I’m certain the eccentric bolts are not opposing each other as the eccentric needs to push wheel to the corner sorta speak.

right... the dont go 180 degrees apart, they go 90 degrees apart.... Dont matter which clamp is in the LOCK LUGS as long as it FITS good...I would prefer the NON ADJUSTABLE in the LOCK LUGS, if it fits good.... I have several  CLAMPS that are much smaller than the LUG space.... SNUG is better.
