you push the outer cone into the housing up against the snap ring (22).. you put the cup ( inner race and bearings) onto the shaft...you push the  cone of the inner bearing into the housing against its snap ring.... you set the shaft into the housing... finsh install the bull gear and retainer nut as you push the shaft thru... tighten as much as you can... you might havhe to make a spanner wrench.... now install the inner bearing cone onto the shaft ... there are shims to adjust the bearing clearance/ back lash on the center BOLT that holds the bearing on.. if you tighten the bolt and the shaft dont turn smooth, then you  shim until it does... If you tighten the cap bolts and the shaft has too much end shake,  you change shims till it is OK.... now install the seal on the front of the housing.

yes, the steel wheel has to be removed... there will be a sleeve on the shaft that the seal runs on... Its make to replace the sleeve if the seal wears a groove into it..I have always been able to clean up the sleeve and reuse..  some of the wheels just fall off the shaft, some are very hard to remove off the 2 inch taper splines.. the outer nut is suppose to be in the 5- 600 ft pound range for torque...  200# man setting on a  3 ft bar.
