I got a "'new to me" skid steer tractor a couple months ago.. Been fixing up a few things. Got it out to plow snow last week and it had trouble under load. Moving and dumping the bucket at the same time would kill the engine quick.. Guy told me he thought it had a governor problem.. I though maybe the hydraulic relief was stuck... Also the choke cable was very stiff.. Today i took of the choke cable to lube it. Noted a screw on gas filter about the size of your thumb on the carb. Took it off and 90% plugged....Didnt have a new one so blew backward with the compressor and got some red "DUST" out.. (rust?)... Blew thru it with my mouth and now 90% better !!....... Put it back on and tested.. YES, its a miracle !!! Runs great.. So much for the governor and hydraulic theory !!
