TL 12 Axle Insight-2nd Version

Who has expertise on these Allis TL12 Rockford axles (tag says: TS50 11 X8)? Working on the rear steerable axle and the top bushing is gone. What is not clear to me is what keeps this upper bushing (#38) from walking down and being eaten by the driveshaft. They show item #36 as a plug. I wonder if this is simply an expansion/Welch plug.
Has anyone sourced these bushings from a Rockford/Axletech/Meritor supplier?
Item #4 is the steering arm, and it is on the top.
