I just received an email from this guy, but his friend did have a picture of the part. I passed as it just didn't seem right. No true names, addresses, etc.

We consider PacketHub S.A. to be a potentially medium fraud risk ISP, by which we mean that web traffic from this ISP potentially poses a medium risk of being fraudulent. Other types of traffic may pose a different risk or no risk. They operate 12,247 IP addresses, most of which are running anonymizing VPNs and public proxies. They manage IP addresses for organisations including Packethub S.A and NordVPN. Scamalytics see medium levels of web traffic from this ISP across our global network, little of which is, in our view, fraudulent. We apply a risk score of 27/100 to PacketHub S.A., meaning that of the web traffic where we have visibility, approximately 27% is suspected to be potentially fraudulent.
