I would start by using a test light or voltmeter to see if there is power at the shutoff when the key is on, before just hooking up loose wires.  If there is no power, I would next try a jumper wire to power the shutoff.  I might try using a jumper to power the loose wire and test to see if it did power the shut off, before hooking it to the switch.

If the machine has been setting for a time there may be issues (things stuck) inside the pump, that starting it hasn't improved.

Every 816 I've seen has mechanical fuel shut off, if it is still mechanical on this be sure the shut off lever on the pump is in the 'moved forward position'. You may also need to check if the primary pump on the side of the block is putting out pressure. On my 816's I bypassed the primary pump and only operated them on gravity feed as the tank is so high up.
Currently- WD,WC,3WF's,2 D14's B. Previously- I 600,TL745,200,FL9,FR12,H3,816 LBH. Earth has no sorrow that Heaven cannot heal!

Mine 816 had a cable fuel cut off .  you could convert it to a solenoid. Likeit was stated make sure the fuel shut off is forward
