There is a post on another forum about removing a pump with timing concerns. There are multiple replies but 1 jumped out at me-a guy said they bought a tractor at an auction that rolled smoke on cranking but would not start/run. He claimed that the fix was that the pump was installed 360* off?? Is this possible?

Not 360 off, but could be 180 off, a half turn- it happens in AC diesels when someone doesn't pay attention, what model was this on ?

Was that an Aprils Fool joke ?   If you took it out 360 and put it back it would be in the same place!  It could be 180 degrees out.   That is a common mistake.  They will run one eighty out  but have to start on ether and runs crappy...

This happens to be on an IH 1066,but the replies were almost exactly the same as the ALLIS pump (timing marks in the window). My thoughts were that 360 off would be "in-time".
