1939 WC asking a question about the governor has a oil cap , is it a breather cap or is it to add oil to governor, can’t seem to find any information., did buy the maintenance manual.

It is both a breather and fill cap for engine oil. MACK

Thanks, know it makes sense if the hood is on you probably can’t add oil that way , only had the tractor for about a month, and the engine block was previously repaired for a crack next to the carb. It’s sealping coolant a little bit from the welds .
