If it's like my 621, the ps is part of the hydraulic system.  I use TSC's premium hydraulic fluid.

That is the main hydraulic pump for the forks and steering.  As long as the clutch is engaged, the pump runs.  The tank is behind the forklift frame, in front of the steering column.   You can use the forward/reverse lever to control movement of the tractor, keeping the pump running.  The guy I bought mine from told me the steering wasn't working, I didn't want to embarrass him by telling him he needed to let out the clutch...
