i have NEVER seen anything like that before....but looking at it, seems it must be used for truck farming on ridge til.??? 2 rows of whatever per ridge?

It can be used to mark where to plant, make a hole the correct size to plant, punch holes in plastic and the picture of the two row  wheel is used for raised beds.
