I have newer 185 that the pto always turns what is the problem and how hard to fix

Could be low brake pressure, could be worn out PTO brake, could be dragging PTO clutch plates.  You can check pressure and if its good, the you will probably need to pull the PTO gear box under the center of the tractor and go thru the clutchs.  HTH

Probably the brake "pucks" are worn thin. If it is a 540/1000 dual speed unit, they are kind of famous for this "running on" problem because the clutch is spinning twice as fast and they used the same brake to try and hold it stopped as if it was a 540 unit. I think I could replace the brake pucks in chassis, but it would be easier after the box is removed and on a bench.
