Duetz-Allis 616 Hydro has begun to slow up speed wise (Ground speed).
Fluid level is OK, but probably need to change the fluid as it has been a while since the shop did it. Do these mowers have a hydro oil filter?

Any ideas on what would cause it to move slow? Has to be flow related?

Wear in the linkage could result in a slow decrease of speed. If you have a noticeable difference in a few days of use I'd look at the drive belt adjustment/wear.
 
If you do have a pump problem your likely better off finding a complete tranny and swap out rather than trying to dig into the hydro due to the clearances and possible contamination involved in a hydro.

The manual doesn't say how much oil goes in it, do you know?
