Most tractors with 38" rears use 6 hooks. I've run 6 hooks on 20.8 x 38 radial duals for 25 years with no problems at 150 hp.

NO 4 is not enough, 4 is enough for a WD-45, but on a 7045 you better have at least 8

We run eight on our 7045 with 20.8X38 tires. Our 7000 runs four with 18.4X38s and has got along fine for years, put it always looked like it was not enough.

We use 4 on our 8050, 200 and only 3 on a 6080 once. Make sure the valve stem is as far away form a clamp as possible because they may spin and become tighter.

Eight is all we have ever run. The spinout wheels use eight wedge clamps.
