assuming rules allow  what tractor will make the best puller wd45d with 262 gas or series 1 d17d with 262 gas

D-17 chassis gives you three speeds to use: 2nd low.....3rd low.....2nd high.  All you've got on a WD-45D chassis is 2nd and that is exactly the same as 2nd high on the D-17 chassis. The D-17 chassis will be about 500 lbs heavier, so there is that to deal with.
