The Power Director valve is behind the batteries. The valve normally is in the LOW side. To shift to HIGH side, there is an electric coil on the P.D. valve that, when activated, does the spool shift to high side. To activate the high side coil, you send a signal from the steering wheel shift lever to a relay (I think) in the electrical fuse panel. There is also a clutch pedal switch that keeps it from shifting into HIGH side unless the clutch pedal is 100% fully up. So, make sure the clutch pedal is fully up, as this is the first place to look. The switch is the same switch as used for the safety start switch clear back to the 100 series in the 1960's. This switch first, the fuse socket or shift relay second and a 40 year old shift coil getting hot and tripping the breaker would be next. My question would be, when it does this downshift, can you immediately make it upshift back to HIGH side?? If you can, I doubt that it is the coil getting hot. If there has to be a cooling period, then that changes things.
