I've got a '36 WC that I'm trying to get going. It was repowered with a Leroi engine and had all the Allis stuff swapped on, like the governor housing, water pump, manifold, carb etc. It's got great spark and the timing is pretty close from my diagnosis. It's crank start only and will not fire off the crank. I tried tow starting it and it will fire off with the throttle at an idle, then run wide open with no lever movement. When I try to move the lever it dies. The carb is set to base specs, freshly rebuilt and cleaned. I thought the governor might be messed up, so I took the front cover off and it appears fine. I'm starting to believe the carb to governor rod is too long not allowing it to idle down. What's going on and what's the procedure to adjust the carb to governor linkage?

Update on the tractor. Got the throttle adjusted and it seems to work! Still won't crank start and when tow starting it'll run for a few seconds and cut out. To me it sounds like a fuel issue as it runs on all four when it does run. I've been through the carb and everything seems good to go, but something isn't right.
