Hi:

My new-to-me WD has apparently had one rear wheel replaced at some point. One wheel has holes drilled in the ramp parallel to the AXLE, with angled clamps (Which I believe is original style?), but the other has holes drilled perpendicular to the ramp itself, which presumable uses straight clamps.

a) where can I find the straight clamps, and what do the look like? Is this the Massey style?
b) the cam-bolts used to clamp the wheel before installing the stops are a mess. Some of them are siezed in place, and some move but dont seem to stop the wheel from self-adjusting. What do these look like, and how are they replaced? Can it be done without removing the rim?

You need to separate the wheel center from the rim to fix up the eccentrics.  It's not unusual for them to get rusted and seized up.  I put all mine in the wood stove all night in the winter to get them loosened up.  After that I was able to take everything apart and clean things up.
If your wheel is moving in and out, that is a sign they are not tight.  IF you tighten the bolt head, that should hold the rim in place.
