I know it's a crapshoot but I use equal parts acetone, turpentine, automatic tranmission fluid, and kerosene in a pump oiler and soak every unit. then BUMP each unit with a impact and resoak. I did this for a couple of days and they come loose rather easily. Lucky I guess but who knows? I got this penetrating oil recipe from a career locksmith. Good Luck!
It's the color tractor my grandpa had!

Unbolt the wheel from the hub and then put the locks in a vise remove the snapring and drive it out. The clean them up with a wire brush and reassemble using antiseize. Much faster and easier in the long run.

Lay the wheel on the ground take out the 8 bolts that hold the locks to the center and beet the wheel center out. than you can take apart the locks clean and put back toghther with never seize. it took me a day to do one tractor. I fought with the other tractor before this for a couple days trying to break them free. managed to break one lock and one 3/4" drive socket. after moveing the wheels on that one a year later they would not move again. The ones I dissambled still work great

Unbolt them from the wheel center and separate the rim and wheel centre, then you will be able to access all the places where rust sets in.  They will free up with lots of heat.  In the wintertime, I had all the ones from my D14 and 15 off to free up.  I let them cook in the wood burning stove for a day.  They came apart real easy after that!  Sanblasted and primed them afterwards to keep the rust off.

Link to a previous post on this subject. Good luck; remember that persistance and perserverance could prevent damage due to brute force when freeing up the eccenctrics.

If you're going to try to loosen them up while keeping them on the tractor, put the one you're working on at the very top, that way the weight of the tractor will not be on it while you're trying to free it up.    I have taken them off and put them in the electrolysis tank to clean them all up.   then once all the rust is off, you can take them apart easily, antiseize and paint them back up.    The only bad thing is you will lose all of the paint that is on them.
