I am starting to restore the old WD45 that my father and I used to farm with years ago. It has been many years since it has ran. When I opened the sediment bulb valve and tried to start it, the gas ran out of the carb. So, I am rebuilding the carb as the first step. How do I adjust the float so the gas fills to the proper level?

I also have new points, condenser, plugs, wires, etc....
Is cylinder 1 at the flywheel or at the fan side? How do I know which position the rotor points for cylinder 1. etc? My dad had Alzheimer’s and he would often go out and mess with the tractors. We found that he had changed the plug wires around on our other tractors. I assume he did the same to this one and I cannot trust the current positions of the plug wires to be correct. This old 45 is the only one I wanted to keep for myslef, the rest we have sold.

I have not been doing any mechanic work for so many years that I have forgot some of these basic things.

Turn the carb upside down and set the float parallel to the gasket surface.

Is cylinder 1 at the flywheel or at the fan side? How do I know which position the rotor points for cylinder 1. etc?

Number 1 in any engine I ever encountered is in the front. Take the plugs out and turn the engine over with a crank or with the front pulley while holding your thumb over number one plug hole. When you feel pressure start to build up you are on the compression stroke of that cylinder. Bring the engine to TDC(noting direction of rotor tavel). When cylinder 1 is at TDC the rotor should point towards the number 1 plug wire. Follow the direction of rotation of the rotor putting the wires in the firing order of the engine.  1-2-4-3

Carb:
 
When you put the needle in the seat, give it a light tap with a screwdriver to help it seat properly.
 
As far as the gap goes, put your float in then hold the carb upside down.  Take a 1/4" drill bit and use that as a gauge.  You want 1/4" between the the float and the carb.
 
Before you do this.  Clean out everything between the sediment bowl and the viton float needle.

I put the rebuild carb and new ignition parts on the tractor this weekend, and it started after cranrking over just a few times.  Now I need to adjust everything to get it running smooth.  I guess after sitting for several years, I felt pretty good that it ran.
