A row crop is for cultivating corn or beans. A field cultivator is for tilling up ground.

one is for a row and one is for a field.. lol
wd with a freeman model 90 trip loader, wd45, 38 unstylled wc, b 10 garden tractor and 2-14 ac trip plow. grandpa has a 56 wd45. wd. allis chalmers snap coupler blade and 3 bottom snap coupler plow

The field cultivator has shanks and shovels that disturbs all the ground and a row crop cultivator is for cultivating crops in rows.

On a field cultivator the sweeps will be evenly spaced. The shanks will usually be flexible.
 
On a row crop cultivator the sweeps will be spaced to leave the row untilled. The shanks will usually be ridgid.
 
Beyond that there are some practical differences as far as mountings and depth control. You could adjust the shanks on a row crop cultivator to do tillage, but it would be difficult to get a field cultivator to do row crop work.
