Ok...   I can hook up a fresh charged battery to it and it's almost like it's tight and doesn't want to roll over.  I can  turn the key a couple times and it will roll over and stop, roll over and stop, roll over and stop, and after a few rounds will fire off and run great.  

I'm wondering if by chance it could be due to a weak starter...  The reason I ask is that I may have damaged the starter when I first looked at the tractor...I didnt' realize that it was a positive ground system and I hooked up the battery wrong the first time I messed with it. 
 
Does it sound like the starter to you?  I just hate to rebuild it if it's something else...

Reversed polarity won't hurt a starter, it even turns the same direction for either battery polarity. Reversed polarity might hurt the generator and the regulator if you didn't flash the generator before starting, and it will guaranteed fry an alternator.

But your starter could have worn bearings so the armature is dragging on the field poles and that will make it work like you describe. Also thin starter cables will do that.

The starter I had on an 8N acted that way, new bearings and brushes (another more common wear item) with new heavy (6 volt) wires and it cranked fine year round. I don't have that toy anymore.

The starter don't care if You use positive or negative ground and hooking up backwards would not effect the starter or the rotation of the starter. It could be the starter needs work. It could be a bad connection somewhere, including the starter ground connection.

Check your timing.  I'll bet your distributor is stuck in either the advanced or retarded postition.  I fought my D15 for 2 years, 2 starters, and 2 batteries thinking it was just that tight of an engine.  Then one day an old-time automechanic was out here and I tried to start it to show him.  He asked how much retard the distributor had on startup.  I coudn't answer so he pulled the cap and then the dust cover, and then pulled the whole distributor!  He told me to come by the shop is a day or two. He put it on his distributor machine (not many of those still in use) and freed up the weights and re-curved it.
Now it spins over great and even a low battery starts it right up.  Still has 110 PSI on all cylinders so I'm sold on his skill.  A little pizza and computer work, and we were even....

Great suggestions provided. Here's another, I had a similar problem with a D14 starter. Culprit turned out to be a broken insulater where the post went into the starter. Installed a new insulator (compliments of the nearby starter/generator repair shop) and everything worked great.
What this country needs is more unemployed politicians-and lawyers.
Currently have: 1 D14 and a D15S2.
With new owners: 2Bs,9CAs,1WD,2 D12s,5D14s,3D15S2s, 2D17SIVs,D17D,1D19D;1 Unstyled WC

Awesome guys!  I'm off work the next two days to check these things out.  Also on the agenda:  rebuild carb, replace sediment bowl assembly, and new plugs and wires.
