What identification needs to be made to determing the correct Governor Assembly parts? 
Best memory serves, discussion have indicated there is more than one governor for the early B tractors - this unit has a mag system originally.
It just goes from and idle to fairly high rpm with one notch on the trottle.

The only gov differences in the B's (other than the waukesha engine) is the cover.  Later ones had the oil line in the cover, and early did not.  You should be able to swap easily just about any year.
Did this just start? or did you just buy the tractor this way?  Sounds like more of an adjustment issue than a borken part. JimD

Got it running good enough to know I have an issue.  The linkage shaft coming out of the top woobles all over the place.  No oil line on this unit - it is a 38-39.  Serial number says 38 but it has a starter, uses the mag as a distributor.  Someone just kept it running and was not concerned about keep original. And has had a hydraulic pump added to the front of the crank.
