suppose to attack rust (iron oxide). Stops working when the rust is gone. Not suppose to attack clean metal, copper, lead.

Dont think it matters if its steel, copper or whatever. I work in a radiator shop and if you boil it out you remove some of the apparent metal. Radiators only have tubes that are .005 (thousands) thick. Add years of service and you can make a pin cushion. Sometimes the only thing keeping it from leaking is the mud or stopleak in it.
I think 1 ton of steel turn into 3 tons of rust but thats useless trivia

It may or may not brighten the exterior of your rad but inside as Bertman sez, it won't do anything for you; the mud ,stopleak and gobs of excess silicone gasket maker will still be there.

I have gotten junk out of a radiator by running water and compressed air at the same time through it. If it's full of stop leak, you'll probably be opening a can of trouble...

If it's just trying to remove stuff from the outside, I think it ought to work well. Seems like for it to work, the part to be cleaned has to be between the 2 electrodes.
