are you adjusting the front-end wheel tread or just moving the tie-rod?

we are trying to adjust the toe, the clamps are loose and been spraying with pb blaster but cant make them wider.

Might have to keep tapping on the tubing to break it loose....they get filled up with dirt, get wet, get rusty...etc. 
 
A little heat might help too. 
 
toe-in should be 1/16" to 1/8"

Take 2 hammers, 1 on each side if the outer tube where the threads are and hit the tube at the same time with both hammers for the full length of the threads. Toe in should be 1/16"-1/8 ". The center rib on the oem tire wears away quickly when driving on the road, keep it in the dirt and they will last forever.
