Is the seal for the belt pully on a WC a two-piece cotton seal?

One piece and it's cork. I soak it in a can of warm water before I put it in and still it breaks about half the time so I put the break to the top. I guess it takes more patience than what I have. It's also been some years since I put one in but the warm water thing is what I used the last time.
