i know absolutely notta about electricity.The hot wire on the starter goes to negitive post and the negitive wire is hooked up to the positive post

The WC was 6 volt positve ground when it left the factory.  The magneto has no connection to the battery so it doesn't care.  So from these pictures I can't tell what the voltage is.  Does your battery have 3 cells or 6?  If it has 3 cells then it is a six volt.  If it has 6 cells then it is a 12 volt.  The generator and starter can be used with either size battery.  The starter needs no adjustment to go from one voltage to the other.  That generator would need the third brush adjusted if it were to be changed to 12 volts.  The starter also doesn't care if the ground is positive or negative.  The generator needs to be polarized if it is changed from positive ground.  HTH Tom

Looks like you havea 6v, positive ground with a cutout relay.  Unless its an optical illusion, the battery cable to the starter looks small.  If you smoke it would come in handy to light your cigarette if the tractor doesn't start right away. lol
I can send you a wiring diagram if you need.  Most Home Depot, Lowe's etc., carry a cheap, $5 or so, voltmeter, comes in very handy to check output of generator.  Get an analog, not digital and make sure it has DC volts.

has a 3 cell battery amp meter on tractor runs around 10 to 12 amp while running ...this still may not be enuff info for you guys ill just have to get a meter..like i said im no good with electricity

To small a battery cable.
 2-3 amps should be slow charge rate when light switch is all the way in, lights on at midway and all the way out is high charge, 8-12 amps. , that is if you have origional style light switch. some people change switches to something else and then you have a mess.  
- Change starter and ground cables to heavy cable.

Sounds like the OEM 6V PG system with your explanation. As one of the guys mentioned, it is under cabled. Should have at least 1 gauge Battery cable. That looks to be 4 ga. cable which is used for 12V systems.  HTH
