so the only way gas is getting into the bowl is when you loosen the bottom side of the carb?  there is something wrong with your float and needle valve, like its hanging up on the sides of the bowl.  You should be able to blow into the fuel inlet on the side of the carb when it is off and the bowl is empty as the float should be down opening the needle valve.  If not, somewhere in the float/needle assembly is your problem.

Chuck
When i loosen the bail on sedling bowl carb & bowl will
fill up , it will run fuel out & no more will come in until
bowl is loosened again.

So the sediment bowl that is under the gas tank? is what you loosen up to get the fuel to come out?  I don't have a G, so I'm going by what my other tractors do.  If the fuel line is off of the carb, do you have good fuel pouring out of the fuel line?  With the valve on the sediment bowl open and the fuel line off of the carb, the gas tank should just empty out and fuel should run out steady.  Make sure that is working properly and then deal with the carb.

can you take some pictures of the sediment bowl assembly?  If you don't know how to load them up, email them to me and I will load them on here.

did you just rebuild the carb and make your own gasket? it sounds like the hole that allows the air in and out of the carb naturally is blocked, either with debris or a gasket is covering the hole. it will be a small hole. check the bowl of the carb against the carb and make sure all holes are open and not blocked with gasket. also, if air cleaner bolts to carb like small engines, hole could be blocked there also. it sounds like the carb cannot expell the air in the bowl to allow gas to come in. it happens.

Ya, what dadsdozerhd5b said. The carburetor has to have an air outlet. Loosening the bowl not only lets gas fill the bowl but relieves the head pressure from the carburetor. There is a small hole in the top part that could be clogged with paint or something.
