Do you mean the drag link between the steering arms? Try some (lots) heat at the clamp area and a means of applying tension to pull inner and outer apart.

Take the tube off of the tractor, get yourself some nylon straps and a chain ,hook one end to a tree or something that wont move hook the other end to a big tractor, we use a 210 start to put some pressure on the tie rod as you heat it with a rose bud and it will come out, but make sure you use nylon starps around the ball joint ends because using a chain will bend the ends. Or if you have a big enough torch and a 15 gallon drum or larger full of ice cold water heat the tube to a cherry red and throw it into the water totally submerged and a large enough quantity of water so the water doesnt just start to boil, let it cool and most times it will come out by hand. That process shocks the metal so bad that the rust and scale breaks its bond, just heating it eventually heats up the inner rod and it just expands together not freeing up.
