Does anyone know what the crankshaft journal dimensions and cylinder bore dimensions are suppost to be on an Allis Chalmers C Engine?
Any help would be appreciated.

bore could be 3 1/4" but is more likely 3 3/8". Now you can get new sleeves and pistons in 3 3/8" or 3 7/16" if you shop around.

Is that for the main journals as well as the rod journals?

no, rods and mains are different.
