We recently bought a 45 diesel from a family member and he delivered it. It does start and run but only runs at one speed around idle. It also has fuel In the oil and after pulling the cover off the side of the pump it does have the normal bad o-ring. Could that be part of the issue of why it only idles or do I need to plan on pump and injectors being gone through?

I’d plan on going through the pump at least..
Sounds like something in the pump.
Make sure you time it before you remove the pump…
