Did AC build this tiller, or was it built somewhere else? I am finding other brands that are similar looking to this one. This unit was beautifully restored by someone on here.

There is a good chance they were made by Roper or some other manufacturer, don't know for sure.

Yes it is a Hahn. In the late 60's the MowBee's, some of the walk-behind snow blowers, push mowers, and tillers were made by Hahn rather than Simplicity. In the 70's some of the AC items came from Gilson, including the chipper shredder attachment for the 300/400 series tractors, leaf mill, and the rear tine tillers.
