I'm finishing up a total rebuild (everything) on a 1960 h3.
Question. Should you get full rpm's at full throttle under no load. Mine rev's up but not all the way unless i manually move the governor.

Have you tested the RPM at full throttle? I believe governed RPM is 2000. You would always be able to speed it up by manually moving the linkage against the spring tension in the governor. You would be able to speed it up much higher than 2000 that way.

Rated/full load speed of 2,000 RPM means the no-load high idle speed is 2,200 to 2,250 RPM.

I bought one of these digital tacks for $15. You stick a piece of reflective tape on the shaft and point the little meter at it... Works great... We were testing PTO speeds on a pump.. I also checked the drill press / lathe / band saw blade.. etc.... very handly.

High Idle is No load maximum RPM, governor Limit.
Will add, as a industry standard, for those engines with advance mechanisms, this keeps those on the Idle low power control components of governor at No advance. Edited by DMiller - 27 Mar 2024 at 5:40am |

Make sure throttle is pulling linkage against stop bolt head. Throttle linkage has a adjustment to make this happen if not . This is where it all starts to happen .

Understanding how to adjust and get proper spring tension on spring for high idle is must other wise tachometer is useless .A shop manual has all this in it including complete adjustment of Gov. D-15 is same .
All the H 3 and HD3 I seen had tacks .

Ignition timing advance mechanism is strictly RPM activated. It cannot and does not sense what the engine load is. The advance's "curve" is designed to work with the engines compression ratio and performance at low speed for best lugging ability.

Yup. Unless there is some sort of vacuum sensing apparatus, which I don't believe these engines have. Thus my confusion/misunderstanding/misinterpretation of DMiller's statement above

Haven't did anything for a couple of days, Cold and raining here. I got tach, and high idle is seventeen hundred and low is eleven hundred. There is very little response between the two. I know i can get idle down on carburetor but see know way to raise top end. Would like about 2000rpm'
