6140 crank no start but will pull start

I have a 6140 that will turn over when you turn the key but will not fire. But will pull start and run like a dream start seems to be turning it over enough to where it should start. What could it be ?

Sand all the battery etc contacts to ensure no oxidation.
Dab with dielectric grease to protect future starts.

Thicker battery cables are a good addition.

Charge the battery or a new battery if older than a few years.

yeah I definitely plan on digging into it the starter looks brand new. I just bought it but it ran way too good to not buy it for the deal I got. But I was told by a diesel shop the starter need to be spinning it a minimum of 150 reps for it to fire.
