Its a press fit... You can not PUSH it in.. You have to BUMP it a little with a hammer and punch and move it .010 - .020 inch at a time..... I have made a PUNCH on the lathe out of a 3/4 inch bar that  is turned down to  3/8 inch and is 9/16 long and you can use it to BUMP the plug down until the 3/4 inch punch face bottoms out on the case... After checking pressure, you "MIGHT" have to push a little further, but normally 9/16 is close..... if the SPRING under the plug is broke or weak, that might be a problem with loss of pressure.

You might be able to use a 3/8 inch bolt with a nut screwed onto it 9/16 inch... then tap the bolt down the hole with a hammer until the NUT hits the case ??

one last question, what oil is recommended for the transmission, cant find specs in book, using hydraulic trans fluid, to thin? took pump in and they said on older red tractors the use 30 wt oil. any place to send this pump or get rebuild kit, hard to find. thanks again for all your help

you are using the correct oil... Universal TRactor fluid , Hy Trans, Hydraulic Transmission fluid, etc.... all of it is about 20 wt oil. ... I dont know who rebuilds them.. I have done a few 10-20 years ago. not overly hard. Never used a lot of "new parts",, basically you just clean / polish / redo a couple seats for ball bearings ( punch them), and file a face flat if needed...  book gives STEPS to disassemble and reassemble..

Yours seems to WORK, but PSI is low.. I would pull the top plug and check the relief valve DEPTH for 9/ 16 inch .... If it is close, then maybe the spring is broken below the plug.. If its not close, bump it down a  1/16 inch and see what happens ???
