you have a sticking flow divider valve as to the steering issue, the no go is possibly a gerotor pump issue - have you checked the dipstick in the cab floor for oil?
When told "it's not the money,it's the principle", remember, it's always the money..

There are three pumps bolted to gather under right fuel tank. The gerotor will be the last one to come out. It will bolted to back of gear pump. I would guess both pumps need looked at.
Have you changed hydraulic filters lately?     MACK

No, if left filter was changed and screen was not put back in, it would affect the steering.   Just sounds like it is in the pumps.    MACK

With the Range lever in neutral (or park) and clutch pedal up,  throttle the engine up to 1800 RPM and slowly shift the Power Shift lever from 1 to 2 to 3 to 4 to 5 to 6th gears. If the transmission pump is the issue, you should probably notice  no change in the engines noise level as you progressively upshift the transmission. If the engine governor opens up a bit with each upshift, that is normal and  your problem may be in the rear end or range transmission.

Your power steering issue isn't related to the tractor not moving.

Make sure the inching pedal linkage behind the fuel tank is connected and pushing the  valve spool in and out. Takes two people to watch things. If your 1800 RPM light actually works and it is on all the time, that sounds like a transmission pump problem, but only a 300 psi gauge can verify that to be absolutely sure.

Oily job ahead. Drain transmission, remove plate behind pumps. Remove screen from where you removed plate. Remove cover from left hand filter. Remove lines from front pump and plug line from serge chamber. Remove two 1/2 " bolts holding front pump and remove. Remove lines from gear pump, remove three 3/8" bolts holding gear pump in. Pry pumps forward. They may not come easy, there is two Owings that has to slide through housing.
Good luck and enjoy the oil dripping on you lol.    MACK

I have both pumps off a late 7040.

Will take 400 for main pump and 200 for gear pump
