615 diesel metering valve info?

I have a 615 4 cyl diesel it has been sitting for 3 yrs  I drained the fuel replaced the filter im not getting any fuel up to the injectors  I cracked the lines no fuel  I can hear the solenoid on top of the pump click when the key is powered up.  would the metering valve be my problem?  Location of this valve and can it be cleaned?

I think if it's a Roosa you can unstick the metering valve buy removing top of pump but I don't know the particulars. Some knowledgeable person will have your answer.

Metering valve can be freed by removing top of pump, but if pumping plungers are stuck, that is a complete tear down.                       MACK

take off the top cover and I assume its a threaded screw?  remove and replace at the same thread count? thanks
