I had something like this occur when my injection pump started to fail.  The throttle lever would not control the engine RPMs and it would race on it's own, but I don't think the rpms went past 2300.  What does your tachometer say when this happens?  My tractor would also die off and on as the pump failed, so the failing pump created all kinds of issues.  I had leaking fuel out of the timing inspection plate too.  Anything else like that happening?  I see you are fairly new so suggest you document as much as you can about the problem for the best help.

Gas engine has spark plugs, diesel has injectors. So which is it?

I would say misadjusted or worn linkage between governor arm and carburetor .            MACK
