This is a re-post. I have an HB-212 garden tractor which surges in forward gear. It now has violent action as the hydraulic drive is changed even though RPMs remain constant. This condition has become progressively worse over several seasons.It happens in both forward or reverse. Increasing the engine speed makes it more violent.  If extreme caution is taken by moving the transmission control very slowly the tractor then surges at initial movement but then only intermittently as it moves forward.
I have checked most everything a backyard mechanic can think of! I have the shop manual and it's trouble shooting fails to uncover anything.

My thought at this point is that the Reeves hydraulic motor is failing (hope not). 
By the way I appreciate the quick response I got from my first post.
 Has anyone ever experienced this or has ideas?  Warren

Is reverse ok? Have you checked oil level in hydro unit? When was filter changed last. And it could be sucking air from loose or old cracked suction hose. If all those are good then check high and low pressure relief valves, check valves and pump pressure.

I had a similar problem with my HB-112.

The problem is with the Carb. Governor on the Engine.

Here is a link to an excellent Video on How to Adjust the Governor.

Follow these 'step by step' instructions and it should be OK.

Drive belt slipping will also cause surging on these....

Get it fixed?  Could also be a result of loose BGB bolts.

Thanks for the interest. Not fixed and can't seem to find any local shops here in Princeton MN that have a way to check the hydraulic system out. No one seems to have a hydraulic test bench.
As you might have seen I have tried the usual belts hoses etc. and as many other things I can think of. I'm begining to think it may be the differential or the limited slip adjustment, as it seems to be surging after every 10 feet or so. Not sure though.
 I was able to set the throttle and speed control very very slow it was enough to cut the yard and the surging was nearly imperceptable.
Sure could use any suggestions !!!!     Help !!!!!!
By the way I'm not familiar with the BGB bolts can you clue me in ??

It shouldn't be the differential...that's a go/no-go type of deal.  You should have 1 wheel driving at all times, at a minimum.  Based on my experience, it sounds very much like low fluid, a slipping belt, or loose BGB.  

There are bolts through the side plates on the transmission, that bolt into the bevel gear box (BGB).  That is the box where your drive belt takes it's power from...the driveshaft from the engine inputs power to it on it's front side.  Make sure all bolts into that box are tight...they take a 5/8" wrench.  Should some a few on each side, and 4 on the front side, holding it to the frame.   There is a yoke on the input shaft that bolts to the driveshaft...that needs to be sung by setscrew as well.  

These Vickers pumps are very reliable, but if worn, will simply feel weak, not surge.  It's possible you have a fluid obstruction, or are sucking air in somewhere.  You would probably notice a moderate leak though, for the latter.  

I have had this issue...my series of checks would be:
-Look for a leak (hoes, fitting etc)
-Check fluid level (up to or past little green plug on the side of the resevoir)
-Remove filter and run...replace filter if condition was remedied
-Check BGB bolts for tightness
-Check belt tension
-Check drive and driven pulleys (are keyways sloppy or stripped, is key or setscrew loose or missing)
-Check axle for play (key/keyway stripped, or axle tube cracked)

I would hope your pump is good...I suppose it is always possible that something has gone bad, but I've just not seen or experienced it.  I'm pullin for ya.
