Help!  I am a diesel student and am 4 weeks behind on finishing this project.  We are having trouble putting the steering clutches back together so they do not bind.  we have disassembled  and assembled 4 times now.  The manual us not much help and the instructor does not know what is wrong.  I gotta finish this class so i can start my summer job.  ugh help.  any ideas what may be wrong.  maybe it is simple.  we have never done one of these at our school before.  we did order new clutch parts and sand down any rust.
We believe the timing is correct.  are there other specifications we need?

what machine are you working on?  is it a dry clutch or wet clutch machine.  what exactly do you mean by binding?
some dry clutch machines had several discs that were tapered to help clutch release.  they are supposed to be oriented a certain way.  some times new plates will be thicker than originals and some have to be removed.  that happened on my uncles HD11 when he got his clutch rebuilt with new plates.  He had to remove a disc or two as it would not fiet between bevel gear shaft and final drive pinion

The overall stack height is important and that is one specification that the post above is saying. It's not the number of plates but the height of the assembly, if steel plates are warped or bent it will effect the full clutch also if any of the clutch material is thicker or not machines flat it will cause uneven clutch dimensional fit.

Helps if we know what kind it is , familiar with HD5 and 6 but you have not said what you have .

i beleave it is a h3 and it is a wet clutch. i have removed both of the cluctes because the tracter was siting for five years and water had seeped in and turned the clutches into rust the coustermer had found a place that deals with new parts for this tracter. as we removed the rust and pitting that we could with bead blasting and fieling the pitting down so that the clutch disks do not stick. now we have the truble with the fact that when we reinstalled the right side clutch and test it when we pulled on the disingade stick it would not move at all tho the left side worked. but the problem was it would not diseingade fully. this is as fare as i know the only problems we could find with this  besides that the manual we have is very blank and also worded in ways that is hard to understand

Looks like the H3 / HD3  experts need to jump in on this one as the tractor is not real familiar to me in all it's issues.
 Is it multi-plate or is it more of automotive type disc that is used on this machine.

No such thing.... Is it gas or diesel ? How many cylinders (engine). 
HD5 is diesel, built until 1955
H3 or HD3, 1960-68
H4 or HD4, 1965-69
HD6, 1955-74

The allis chalmers has no H5 it should be HD5 with motor DETROIT 271 and the stering cluch use 10 plates and 10 discs and the stering cluch thickness is 2 7/8" and the H3 has 4 discs and plates.

OK if it is a HD5 I can send a copy of the steering clutch service page , but cant help on the HD3

ok we found that that one of the four fingers that engages with the plate was worn and there was a lot of metal deposits preventing that finger from engaging.  We filed out the metal debris and hopefully when we try to re install everything it works.  Ill keep you posted.  suggestions let me know.  thanks

HD 5 1947 to 1955  / On back case on upper back side is a stamped Srl# 

On H4 HD4 the Srl# stamped on front of frame rail by grill guard 

HD6 uses same rear housing ad HD5.
