Is it possible to replace a weight by removing the small governor cover?   If the timing cover has to come off what is the easiest way to do get it off?  Thanks      Forgot to say this is a D 17.

No, and no the timing cover does not have to come off to replace the govenor weights. Just pull the govenor/distributor assembly. 3 bolts and it will come out to the back.
