If you replaced the piston seals, and didn't remove the piston from the rod to replace the oring, it could be leaking by the rod threw the hole in the piston. That may have been the problem to begin with?

With the new o ring the cylinder no longer leaks.
But now it won't extend or retract once I put it back together |

You need a gallon or more of hydraulic oil !!!

It has at least 1 gallon. When I first tested for leaks it raised in slow bursts then just stopped

Ok I thought I broke something or there was air in the cylinder.
How can I compress the cylinder so I can put it on the tractor |

you can use a come along from end to end... or set one end of the cylinder against the wall or tree, and push on the other end with tractor, etc... take the hose off.
or you can pump oil or air into the VENT hole and push the piston back to the bottom.
