720 Hydraulics

   Have just purchased a 720. Previous owner replaced the seal in front of the charging pump.  The hydro works great but lift won't operate. Have checked both reliefs, seem OK.  Put gauge on checking port and reads about 45 to 50 psi. Any suggestions would certainly be appreciated.
