we have an old HD16a (lol they are all old..) anyway when we bought it I talked to the owner who had it before the guy we got it from. He told me about a screen/filter under the seat (access from bottom) that you need to clean for the hydraulics for the brakes. Some times when I push the brake peddle to steer its like pushing a car brake peddle, just like butter, but other times it is like the flinstones and I feel like I have to push through the floor board and it really doesn't work., Ive checked the fluid in both hydraulic reservoirs and we replaced one of the pumps.

Does anyone have a pic of this elusive screen? I've looked numerous times to no avail...

i have a 16A.  there is no screen unless someone added it.  in fact there is no filter of any kind on the early tractors, later ones had a filter on each pressure line coming off the pump.  there is only 1 reservoir and its in the engine compartment.  mine is 4715  a '58, one of the last ones before the change to hyd wet brakes.

you can look at the parts book here for 16A.  A is 6 speed  manual trans.  some later ones had a pump on trans for oil pressure but that doesnt affect brakes.  perhaps you have a later model?

I know this post is old however I have just taken possession of a 61 HD16DA. Hydraulic blade. My steering with just the hand levels and moving without a load like moving from one place to the other in the field, is almost non existent. I have to use the brake pedal with the steering lever to make any adjustments while moving. I have not tried with a load yet as I just got the dozer this past Saturday delivered and am adjusting tracks and fluid levels and grease first.

Did you ever find out any more on your steering clutches?
