Are you sure brakes are not locked up from nest in housing,if it is the tranny it might be in two gears at once from bad shifter. Pull the shifter out and make sure the groove in the rods are lined up with each other.

Try putting hand clutch in forward position, lock foot clutch forward(released position), then try to gently rock tractor back and forth with a come-along. I once bought a parts car from the salvage yard that had one of the brakes locked up........we pulled it a hundred yards or so before it broke loose. FWIW............O_O

Why is there never time to do it right the first time, but always time to go back and fix it?

I would check the brakes too. You can pull the cover off of each side and loosen the nut on the top on each side and then try to pull it and it should brake loose. I had to do that on a WD I got once to get it to unload after I dragged it onto the trailer with an engine hoist. After that experience, I bought a winch for my trailer.
