I'm looking at a B207 and according to the owner the deck belt won't stay on. I haven't seen the mower in person so I don't know the condition of the belt, pulleys, shafts, etc. What should I look for as to why? What size should the deck be? What is a runner that appears in good shape by the pictures with good tires worth? The owner says it runs good but the deck belt won't stay on. I've heard these can be hard to find parts for. How hard are we talking?

I don't think a B-207 is any harder to get parts for than any B series. You can go to simplicity and find parts. The belt may be wore and causing the belt to come off or the 2 idler pulleys under the front end may need attention. I've seen em priced from 300 to 900 all depending on condition.

This one is priced at 275. The owner says a mechanic told them the belt won't stay on because one of the shafts was welded to the deck crooked.

I have seen little B's priced all over, but what they sell for, in my experience, $100-400, depending on condition. There was a beautiful B-207 here in the classifieds for $200, which is probably around average for a decent one. The small frame tractors do not carry the value of the large frame garden tractors. $275 isn't a bad place to start, and may very well be worth it. I would not consider anything with an asking price over $500 unless it was pristine original condition, and was offered with some real nice attachments...
Most of the parts you would ever need, aside from body components, at the same as Simplicity counterparts. The early B-207 & 208 used a peerless transmission vs a Simplicity transmission, so you would need to find a doner B to get parts for that.

Can you tell me how to id the peerless transmission? Are the deck spindles the same as the simplicity or does it depends on the year?

I'm unsure if there are #'s on the Peerless, but unless someone modified the tractor to take a different tranny, a Peerless is what it has. Biggest tell, is the round drawbar on the rear, vs simplicity's flat drawbar. Here is a pic or the rearend on my B208, same as your B207.
The deck is a Simplicity deck, painted yellow.
