For power, the intercooler. For lower exhaust temps, the water injection. Both will lower temps and give more power, but the intercooler will add a lot of power and lower EGT's a little where the water injection will lower temps a bunch (depending on how much water you use) and add a little power.

Has someone said "take your pick - one or the other"? If not I would use both.

If you are happy with its performance just spray a fine mist of water a foot or more ahead the turbo inlet. I would guess 15 ounces in 15 seconds to start with. Nothing fancy or expensive for a pump or nozzle. See what happens if it brings the temps down to 1700 then adjust to 20 ounces. Add water until you get to 1500 - 1600 degrees. That should be a safe number 1300 - 1400 even better. Anything over 20 ounces you may need to inject it after the turbo. Cheapest way to go to get things cooled off. Yes a looser turbine housing may help too, but I would use a little water first and see how it runs before changing any hard parts.
