Jon, every now and then you can find good used ones, but they aren't too easy.  My D15 came with 28" rear tires and rims from a WD/WD45.  I later found a set on ebay with ok tires on them, but the rims and wheel center were all good.  I think with shipping I got them for $350 so I was very happy.  If you're not in a hurry, you can do what I did, or find a set of 28" rear tires and centers to use, as they will bolt right on.

I too need to confirm this about the D15II; I have a nice D15IIP that I picked up that someone put new two position rims with 14-9-29 Stromel tires (Polish made) on and I was not able to get the original center rims with the tractor.
I have seen postings where it was stated that the WD45 rim centers will not bolt up to the D15II due to the bolt pattern and center hole being different.
Can anyone confirm if they have installed WD45 rims on the D15II?
Sure would make it easier to find rim centers as more WD45s were made than D15IIs.
If anyone can confirm the interchangeability, I could potentially hunt down WD45, D14 or D15 Series 1 rim centers/mounting flanges; I can always buy PAWs outer rims via many vendors.

Wheel centers from a WD-45 or D-17 (28") will bolt onto a D-14/15. Both have the same 8 bolt mounting pattern. My understanding is the only 12" x 26 rims are available new. Allis and Oliver were the only ones to use 26" Power shifts as OEM equipment. 26" rims from a Gleaner A or E combine are often used as well , but are non power shift.

You can purchase new blank rims for around eighty bucks and weld your old rails inside, takes a little time but you end up with new power shift wheel. Fred
